Martin Scheinin is Professor of International Law and Human Rights at the European University Institute. Currently he is the consortium leader of the FP7 research project SURVEILLE on the ethics, law and efficiency of surveillance. Previously, he was appointed as the first UN Special Rapporteur on Human Rights and counter-terrorism (2005-2011). Between 1997 and 2004 he was a member of the UN Human Rights Committee and from 1998 to 2008 he was Professor of Constitutional and International Law and Director of the Institute for Human Rights at Åbo Akademi University. Between 1993 and 1998 he was Professor of Constitutional Law at the Helsinki University, where he also got his doctorate.
